Kapihan sa Manila Bay: DOTr Sec. Lopez Tackles NSCR, Commuter Welfare*




*Manila, Philippines* – Department of Transportation (DOTr) Secretary Giovanni ‘Banoy’ Lopez laid out key transport priorities and commuter-centered reforms during the recent _Kapihan sa Manila Bay_ media forum hosted by veteran journalist Marichu Villanueva. 




1. NSCR: Flagship Project to Ease Traffic*

Lopez pointed to the ₱229-billion *North-South Commuter Railway (NSCR) Project* as the department’s pivotal answer to Metro Manila’s traffic, ranked among the world’s worst in the 2025 TomTom Traffic Index. 


According to Sec. Lopez, the railway modernization promises economic boosts to provinces like Bulacan, Pampanga, and Laguna through enhanced connectivity and job creation. As of the forum, the Manila-Clark segment (Phase 1) is at roughly 65% completion. While right-of-way (ROW) snags caused delays, six key areas from Calumpit, Bulacan to Clark, Pampanga have already been cleared to accelerate construction. 




2. ‘Walking the Talk’: Officials Ordered to Commute*

After personally experiencing public transport on September 15, 2025, Lopez described commuting as “a punishment. Quite difficult. Exhausting,” and “like a war – everyone’s chasing the bus to ride on”. He noted buses with 50-seat capacity were carrying about 90 passengers. 


That experience prompted him to order all DOTr road and rail officials to ride public transport at least once a week starting September 17, 2025. Covered officials include undersecretaries, assistant secretaries for road and rail, LTO, LTFRB, LRTA, PNR, and MRT-3 heads. “Itong mga opisyal natin sa road at rail sector, sila talaga ‘yung mga dapat lumalabas lagi kasi karamihan ng ating mga proyekto ay nasa mga sektor na ito,” Lopez said. 


3. Focus on Commuter Experience & Accountability*

Lopez drew attention in November 2025 when he flagged the “dirty” and “neglected” facilities at LRT-1 Baclaran Station. DOTr clarified he did not scold the station manager but expressed frustration over commuter welfare, stressing that lapses “must be met with accountability”. He also called for equal responsibility from LRMC upper management. 


4. Reallocating Budget for Public Service*

In October 2025, Lopez ordered the reallocation of a ₱50-million allotment for new DOTr vehicles to instead improve LTO and LTFRB facilities. The funds will upgrade waiting areas with air conditioning, water dispensers, and sufficient chairs for clients. Lopez said this complies with President Ferdinand Marcos Jr.’s directive to give Filipinos the public transport and services they deserve.

Kapihan sa Manila Bay_ serves as a regular media forum where Cabinet officials discuss pressing national issues. Sec. Lopez used the platform to underscore that DOTr’s thrust is not just infrastructure, but restoring dignity to the daily commute through better facilities, accountability, and first-hand experience from officials.
